PLS delivered record distributable revenues from collective licensing last financial year of £38.3m. These monies represent a material – but sometimes overlooked – income stream for publishers, especially when one considers that they go straight to their bottom line.

Sarah Faulder

Chief Executive
Publishers' Licensing Services

Sarah was appointed Chief Executive of PLS in 2010. In her early career she specialised in copyright at city law firm, Taylor Joynson Garrett (now Taylor Wessing), where she was a partner for ten years. Her industry roles have included Chief Executive of the Music Publishers Association and Public Affairs Director for PRS for Music. Sarah has served on several industry boards and is currently on the boards of the British Copyright Council and the Copyright Hub Foundation.




Tom West

Chief Operating Officer
Publishers' Licensing Services

Tom was appointed Chief Operating Officer in 2017 after several years at PLS in various operational roles. Over that time Tom has played a central role in the many developments at PLS and has a broad knowledge of collective licensing. He has been responsible for managing the development and delivery of PLS Account Manager, the service that gives publishers direct control over their participation in collective licensing. He has also had direct oversight of the distribution of over £300 million in licensing revenues to publishers since taking over responsibility for PLS operations in 2008. Most recently he has assumed general operational responsibility for the delivery and ongoing development of the PLS Permissions service, launched in 2017.




Marjon Esfandiary

Head of Legal & Policy

Marjon has worked as a commercial lawyer specialising in intellectual property rights for over 20 years, starting at a law firm in the City followed by various roles in-house, including at Unilever PLC and Hachette UK. Her experience in the publishing industry includes dealing with a wide range of contracts, advising on the creation, protection, licensing and use of IP rights, as well as data protection.

Publishers’ Licensing Services (PLS) is a Collective Management Organisation which oversees collective licensing in the UK on behalf of magazine, book, journal and website publishers. Collective licensing offers a simple and cost-effective solution both for those who wish to copy from published materials without breaking the law, and for rights holders where direct licensing would be inefficient and unduly burdensome. PLS is owned and directed by four publisher trade associations including the PPA.
